Biloxi is a city in Harrison County, Mississippi, in the United States. The 2000 census recorded the population as 50,644. Biloxi is co–county seat with the larger city Gulfport, in the Gulfport–Biloxi, Mississippi Metropolitan Statistical Area, which is included in the Gulfport–Biloxi–Pascagoula, Mississippi Combined Statistical Area. Pre-Katrina, Biloxi was the third largest city in Mississippi; but with its population losses following that storm, Hattiesburg now has that distinction.

The beachfront of Biloxi lies directly on the Mississippi Sound, with barrier islands scattered off the coast and into the Gulf of Mexico.

Keesler Air Force Base lies within the city and is home to the 81st Training Wing of the U.S. Air Force.

Pre-Requisite Information

  • Both Parties must apply together
  • Both parties must have the results of blood test (ON A MEDICAL CERTIFICATE) from any laboratory whether in state or out of state, that is authorized to do pre-marital syphilis testing and is registered with the U.S. Department of Health and Human Services.
  • Application for marriage must be made within (30) day of having the blood test done, or the results will not be valid.
  • Full names and addresses of the parties applying are required
  • Names and addresses of the parents of the parties applying (Maiden name of Mother)
  • Age, date of birth, and state (or foreign country) of birth
  • Proof of age - i.e., Driver's License, Birth Certificate, Military I.D., DD 214, Baptismal Certificate, Life Insurance Record, School Record, or any other official document evidencing age. The Clerk shall retain a copy on file.
  • Highest grade completed in school, including college
  • Number of previous marriages
  • How the last marriage ended (Death, divorce, etc.)
  • Date last marriage ended (Month, Day, year)
  • Bring proof of divorce if it was within the last 6 months - Clerk shall retain a copy

Additional Information

In the event that the female applicant shall be under the age of TWENTY-ONE (21) years of age, and is a resident of the State of Mississippi, the application for marriage shall be made to the Circuit Clerk of the county of residence of the parent or legal guardian of such female applicant. If either applicant is under TWENTY-ONE (21) years of age, parental consent is needed. If the parent does not accompany the applicant to the office when applying, the Clerk shall send notice of filing of the application via certified mail to the parents or legal guardian.

Marriage licenses cannot be issued unless the MALE applicant is at least SEVENTEEN (17) years of age, and the FEMALE applicant is at least FIFTEEN (15) years of age.

There is a SEVENTY-TWO (72) hour waiting period from the time and date of application until the license can be issued by the Clerk.

  • The license is only valid in the State of Mississippi
  • The Fee for the license is TWENTY-TWO ($22.00) dollars in cash

By Car

Access to Biloxi is primarily by I-10. It is between New Orleans and Mobile.

By Bus

Greyhound provides full service to Biloxi.

By Plane

The closest major airport is Gulfport-Biloxi International Airport. Further access must be by car. Keesler AFB does not provide transportation to the public, and is not a space-availble gateway.

Get around

By Car

Like most American cities, personal vehicle provides the best travel options. Main roads are I-10 across the north, US-90 along the beach, and I-110 connecting them and crossing the sound. Taxis and local bus service are available, but still somewhat unreliable.

Get out

  • Destin is a couple of hours east on I-10
  • Pensacola is about an hour east on I-10
  • New Orleans is about two hours west on I-10
  • Mobile is under an hour east along I-10
  • Abita Springs, LA, home to the Abita Springs Brewery, just under two hours to the west, along I-10.
