- Age: Only 18 years old and above are allowed to get a marriage license in San Francisco. Any party under the age of 18 should present a written consent from at least one parent (or legal guardian). A written permission from a Juvenile Court Judge is also needed before any minor can marry.
- Blood test is not required but both partners must be present during the filing application and issuing of the marriage license.
- Valid Photo I.D.: Each party is required to submit one legal photo I.D. Valid passport, driver's license, naturalization form, resident alien cards, social security card, and military I.D. are accepted. Each I.D. presented must contain the person’s full legal name. An original or certified true copy of the birth certificate is also required to be submitted during application.
- For Divorced: The exact date when your last marriage was finalized is needed. The original or certified true copy of divorce, annulment, or death record is required for persons whose marriage has been finalized within 90 days.

CONFIDENTIAL MARRIAGE LICENSE: Is a license given to couples who are already living together and can only be married in San Francisco. There are no witnesses required to attend and the marriage record is only available for the married couple.

AUTHORIZED PERSONS TO SOLEMNIZE A PUBLIC MARRIAGE
The following are the persons authorized to solemnize a public marriage in San Francisco:
- judge, retired judge or resigned judge of this State;
- Commissioner or retired Assistant Commissioner of a Court of Record or Justice Court;
- A legislator or constitutional officer of this state or a member of congress who represents a district within this state;
- judge or magistrate of the U.S;
- Commissioner of Civil Marriages or retired Commissioner of Civil Marriages; and
- any priest, minister or rabbi of any religious denomination of the age of 18 or over.
OBTAINING COPIES OF MARRIAGE LICENSES
Public Marriage Licenses are returned to the Office of the Assessor-Recorder and is only available after 4 to 6 weeks of marriage while Confidential Marriage Licenses are returned to the County Clerk's office and not available until 10 days.
If the wedding ceremony is arranged through the office of the City Hall in San Francisco, the marriage license is brought to the Assessor-Recorder's Office on the next business day.
Only the office of the Assessor-Recorder handles the certified copies of the public marriages and not the County Clerk's office.

Certified copies of Confidential Marriage Licenses can only be ordered in person or by mail through the County Clerk's office. A non-refundable fee of $13.00 needs to be paid by cash, a California pre-printed check including name and address of the person who is ordering, or money order payable to the San Francisco County Clerk. (A Self-Addressed Stamped Envelope must be included to send the copies).
San Francisco can only provide certified true copies of marriage licenses held in San Francisco County. The office will need the full maiden name of the bride and full name of the groom plus the date of marriage to process your request. A legal I.D. picture must be presented by anyone who orders a copy of the marriage license in person. If another person other than the bride or groom orders the certified copy of marriage license by mail, a written request by either the bride or groom with signature must be sent together with the request.
The non-refundable fee of $13.00 is charged for searching marriage records in San Francisco. Additional $13.00 is required per each certified copy of marriage license requested. It would take approximately 20 minutes to process each request for walk-in requests while orders by mail will take at least one week.

Ceremony
GENERAL GUIDELINES ON GETTING MARRIED AT THE CITY HALL
1. Wedding Ceremonies are available from Mondays through Fridays at 10:00AM, 10:30AM, and between 12:00PM to 3:00PM. 11:00AM ceremonies are only available during Fridays. Three wedding appointments are possible during each scheduled time.
2. Each appointment requires an fee of $67.00 at the time of the reservation. There are two ways on how a bride and groom can make the appointment:
- In person - anyone can make the appointment for the couple getting married as long as the person is able to pay the appointment fee. The payment can be in cash, money order, local pre-printed check or use a debit card.
- Online - online appointment is made possible by going to Online Civil Ceremony Reservations. Only Visa or Mastercard is accepted for payment plus you will be charged an additional $5.00 convenience fee.
3. The appointment fee is non-refundable regardless of the reason stated.
4. Unless both the bride and the groom are able to present a VALID marriage license, the commissioner will not allow you to have the wedding ceremony. You will have to make another appointment and pay the ceremony fee again.
If the couple's marriage license was not obtained in San Francisco, you will get the Public Marriage License for your marriage to be valid in San Francisco.
5. Marriage Licenses are only issued by appointment. You have 90 days from the date of making the appointment to get married; otherwise, you will need to get another marriage license before you can be solemnized.
For couples who plan on purchasing a marriage license on the same day the ceremony appointment is made, a marriage license is still required that day. 30 minutes prior to the ceremony time, the couple can purchase the marriage license. Let's say you' wedding appointment is at 12:00PM, you have to purchase your marriage license no later than 11:30AM.
6. Both parties must be able to understand and speak in English. The commissioner may refuse to perform the wedding ceremony if he or she thinks that either of the couple is unable to speak English unless they brought a language interpreter with them during the ceremony.
Couples who need the marriage to be done in sign-language should call the County Clerk's Office at (415)554-4955 or send an email to county.clerk@sfgov.org. Online scheduling is discouraged on such cases and there should be a minimum of two weeks notice when booking sign-language marriages.
7. The bride and the groom can take a maximum of two witnesses 10 minutes before the wedding appointment. The party should arrive at the City Hall's Information Desk at Room 168 for CHECK-IN.
8. The bride and the groom should bring the following:
- Valid Marriage License
- Legal I.D. with picture
- At least 1 witness for couples with a PUBLIC MARRIAGE LICENSE.
- No more than 6 guests and that number include the witness.
9. The commissioner determines the area where the ceremonies will be performed. It is usually performed in the private ceremony room. The Rotunda can be used when available.
10. Follow the 72-HOUR RE-SCHEDULING POLICY. If for some reason the bride and the groom will not make it to their appointment, you can request your appointment to be rescheduled within 90 days from the date the original appointment is made or for the time the marriage license is still valid, whichever date is still far. Provide the San Francisco City Hall at least 72 hour notice of the rescheduled appointment. Rescheduling an appointment can also be done online at Online Civil Ceremony Reservations by going to the rescheduling option. Keep the confirmation number provided and should be brought on the next appointment.
Call (415) 554-4955 or email questions at county.clerk@sfgov.org. If you were not able to meet the following guidelines for rescheduling, a new ceremony appointment shall be made and applicable fees have to be paid.
11. There is a strict "No Littering" policy in the building. Alcohol, helium balloons and knives are not allowed inside the City Hall.
12. You may use your own camcorders and cameras provided you have one of your guests to do the shoot. Professional photographers are not allowed during the ceremony.
OUTDOOR WEDDING CEREMONY
The bride and groom can request for the Deputy Marriage Commissioner to perform an outdoor wedding ceremony. The arrangement can be made through the County Clerk's office. Off site wedding ceremonies can only be scheduled during Saturdays, Sundays, and Legal Holidays. The civil ceremonies can be requested in a minimum of 7 days and but not 60 days earlier than the wedding date.
An Off-Site Ceremony Request Form must be filled up and submitted to the County Clerk's office together with a non-refundable fee of $112.00 for the request to be made. Unless the fee is received, there will be no arrangements made. Once the fee is received, you will be given the Deputy Marriage Commissioner's number who is assigned to you.
A separate fee of $100.00 - paid in only cash is paid to the Deputy Marriage Commissioner on the day of the ceremony since the Deputy Marriage Commissioner is not an employee of the City and County of San Francisco. All ceremonies must take place in San Francisco. Re-scheduling of the ceremony and rehearsals can be arranged privately with the Deputy Marriage Commissioner.
SINGLE WEDDING DEPUTIZATION
A person can be authorized to perform only one civil marriage after being deputized by the Deputy County Clerk.
Guidelines for Deputization:
- Marriage license must be purchased in San Francisco only before being deputized.
- Bring copy of the Marriage License at the time of Deputization.
- Pay the $112.00 fee to the San Francisco County clerk.
- Civil Ceremony can only be performed in the State of California.
- Must be at least 18 years of age with valid I.D. picture. Any nationality can apply as long as he or she is fluent in English.
- No appointment for deputization is necessary but you should come not early than 60 days before the wedding. Deputization is done during Mondays through Thursdays from 8:00AM to 11:30AM and 2:00PM to 3:30PM only.
- Authorization is only granted once to a person who will perform the civil ceremony to a specific bride and groom on a specific place and date. The deputized person is not allowed to cite religious wordings during the civil ceremony.
- The San Francisco office of the County Clerk has the right to refuse the authority to deputize a person should the office assume that the person will be unable to perform his duties properly.
- Each county decides whether or not to provide the deputization service in their location. Anyone who was refused deputization by the San Francisco County may seek the other counties' policies regarding their deputization process.
